A friend of mine called me this morning and seems to have a problem.

He is due to apply for a new non-o visa in 1st week of January.

In the past he always was granted a non-O 1y multiple entry in Penang,

based on the birth certificate of his Thai child. My buddy is not married to a Thai!

What are his chances to have a new multiple O visa issued? Which embassy/consulate will issue

Penang, KL or Singapore?

Judging by what I have been reading on other threads; Penang - No fupping way. KL and Singapore - Possible but very doubtful. The best bet these days seems to go to a Consulate/ Embassy in your home country. Good luck to your friend.

All I needed was the birth certificate of my son along with Court custody papers for my son (5yrs)

No Proof of income/earnings or savings were needed
