Does anyone know how or if the new rules apply to foreigners resident in Vientiane with a Lao Business Visa and Work Permit?

For example those who make the occasional random trip (not every month) across the bridge for shopping or one or two night stopover in Nongkhai or Udon.

I have had no problem so far, but they did check the dates last time.

Yes , the rule apply all foreigners.

Without a Thai Visa you can stay max 90days (3x30) total out of any 180day period.

They count days not stamps.

Is "days" the number of days between entry and exit, or the 30 days given but not necessarily spent in Thailand?

That at least makes sense - unusual for Thai Immigration law.
