Agree with you 100%, Thais never answer e-mails that are in English.

Tourist police are also well known for not answering the phone....

Email will be good for sending photos, video clips or links but if you want anything done talking on the phone or in person is the fastest way. A 3 minute conversation may achieve more than one week of emails back and forth.
