Some people have been in IDC for years because they cannot afford the fee to be taken to the airport plus the ticket home. The purpose of jail/prison is twofold - 1. Punish the offender; 2. This is not a major cost. Then of course you forgot the cost of Electric/food/staff salaries /all other associated costs of building maintanance. Water.
