I have a few SET shares that pay dividends and so pay withholding taxes.  Does this mean I have been allocated or can obtain a Thai tax ID number (TIN)?

I am only in Thailand 4-6 months a year so do not automatically qualify as resident.  Does that bar me from having a Thai TIN or could I apply for one?  Would it help if I had a non-immigrant visa?

I spend several months a year in the USA where as a green card holder I have to declare world wide income to the IRS so the USA would presumably not care either way.

I also spend some time in Europe but am not tax resident in any European country so would only have to pay tax if I earned income in the country.  I would prefer to be able to tell the Europeans that I am tax resident in Thailand than USA but for this I need to be able to supply a Thai TIN.

I hope one of the many experts out there can give me some answers.
