I think it's more likely a process of elimination. The new leader of South Korea is all over the place and fickle at best. Many in the Trump administration are fed up with China over their support for North Korea and their monetary policy. Trump like Obama gave China a chance to "fix their mess in North Korea". The difference is Trump doesn't have the patience of Obama. He soon will be looking for other potential partners is SEA.
