June 24, 20179 yr The report linked in post #2 says it clearly. ALL holders of temporary (2 year) driving licenses are bound to the 20 mg limit. Foreigner or Thai person. Same for driving without license. Might become interesting when the validity of a foreign license is disputed. 20 mg is really low!
