Assume gated Mooban. Gate shuts automatically at 8pm. No one is assigned to open. Remote gate openers unreliable, distance etc.

Emergency, ambulance can't get in without breaking through the gate. Gate closes after 15 sec.

Ambulance can't get out either. Not without someone walking 200 m or so. In case of a heart attack previous time lost.

 

What are the obligations of those owners who prevent a system of whatever kind guaranteeing emergency access at any time?

 

PS I doubt that any ambulance driver would be self-confident enough to break through the gate .

Not easy if you live alone! If you have a spouse, maid or neighbour, someone should walk, run, cycle, to the gate and open it as they would for their own car to let the ambulance in. If the gate is only 200m from the house there will be no time lost, as someone can cover that 200m long before the ambulance gets there or before it leaves. 

 

Explaining to any such ambulance exactly where the moobahn is will be more of a concern.

Is that not comparable to a condo owner not guaranteeing access to emergency exists?
Could you provide written sources in Thai, which I could Google translate?
