My wife is a US citizen, over 50 years old. We live in Chiang Mai.

She currently has a Non-Immigrant O visa issued in New York on 5 October 2016 that has an enter before date of 4 October 2017.

She will be entering on 23 Sept 2017 which will give her 90 days until about 20 Dec 2017. She will be making a short trip out of the country in mid October and will get a re-entry permit.

Will she be able to get an Extension based on Retirement in November 2017? Or does she have to apply for the extension before 4 October. 

We know that she must have 800,000 baht in the bank for 60 days (first time). That will be difficult to accomplish since this Friday will be 60 days before 4 Oct. She also would prefer not to do the Extension in Sept or October because she is rarely here in those months and would have to start the process over again next year.

So, if she has 800,000 baht in the bank on Oct 1 and applies for the Extension on Dec 1, will that work based on a permission to stay until Dec 20 even though the last date to enter has passed?

Or is there a better way to accomplish this?

Yes, on the basis that she enters the country on 23rd September and is permitted to stay until the 90th day thereafter (with this permission to stay being kept alive following her October trip out of the country by a re-entry permit, as you have stated).

Yes it will. The 4th October date by which she needs to use her non-O visa in order to gain entry into Thailand will have no bearing on the timing of her subsequent extension of stay application. It's the latest permission to stay date stamped in her passport which will be the determining factor here.

She had a retirement extension once before (and purposely let it lapse) so she/we know the paperwork involved. is there any reason she couldn't wait until the last week or so? That would make it easier to get the 800k in the bank for 60 days.

She could apply for the extension on the last day of the 90 day entry if she wanted to.
