Show me one! Standard railings for commercial buildings ie condos is 42 inches high.

I think that you will find that in most VT buildings it is 46ins (including the concrete base to which the railings are attached). It certainly seems high enough to me and I dont see how anyone could easily fall over one unless they are very tall and/or very drunk.
