Is this regularly enforced? Options?

Well thats good news. My experience was last year when I wanted to get 'legally' married so I could apply to take my wife with me back to the US, To say I was frustrated by the whole process would be an understatement. But it all worked out alright in the usual Thai way of greasing a few palms!
