Expensive exceptions are motorcycle gangs near entertainment areas like Nana. They often charge way too much - at least for foreigners. There are the official regulations and then there is reality. Sometimes the police encourage the bar owners to give them some money to stay (longer) open, serve alcohol, etc. And sometimes these decisions are made on the last possible day.
