  1. The Dolphin roundabout does not even make the top 5 in Pattaya's grid lock areas. If the blocked exit was re-opened the net result would not change anything. The main problem with roundabouts in Thailand is that there are so few of them most Thais do not have the faintest idea of what to do when they see one. That results in panic and the inevitable " if I put my foot down I can get out of this " !!

  3. He paid his policy and the insurance company entered into an agreement to cover him. He then had an accident where he had to claim. After that accident the insurance company should have told him that any further claims would be refused. Whether they considered him reckless or not ( he was not driving just a passenger so this is higly debatable ) they still had a contract with him and as such should pay the claim.
