I don't know why so many are upset with this regulation. Its the same for many countries around the world including the UK although we are a little more Liberal with the amount we can bring in from abroad.

I think the idea of raising interest rates is to stop people borrowing but in a culture where this is endemic, you're right. It will have little effect on the man on the street. -
