Thailand’s Supreme Administrative Court upheld a lower court’s decision today (Monday) dismissing a lawsuit, filed by six individuals, against Public Health Minister Anutin Charnvirakul and another health official, accusing them of committing a wrongful act by removing cannabis and hemp from Category 5 controlled drugs list. The court confirmed the lower court’s ruling that the six plaintiffs, led by Smith Srisont, were not the parties who had been affected by the issuance of the ministerial regulation deleting cannabis and hemp from the list. The Ministry of Public Health, however, later issued another ministerial regulation declaring cannabis flowers as a controlled traditional medicine. The 110 votes that Sombat Thoratham, an independent legal adviser, received were less than half of the senate, which is 125. Eighty-four senators voted against Sombat while 24 others abstained. Before casting their votes, some senators told the chamber that Sombat, a former committee member of Bangkok Mass Transit Authority, was the subject of a complaint concerning advertising space bidding on 1,109 air-conditioned buses. A Nissan sedan caught fire at a petrol station in the central Prachin Buri province today, though the owner of the burning car seemingly disappeared. The blaze prompted a swift response from the station staff and local fire services. The incident occurred at approximately 8.45am today, along Route 304, Mueang Kabin Buri-entrance to Nakhon Ratchasima, in the old city area of Kabin Buri. The scene of the sedan fire was 500 metres before reaching the traffic lights at the Kabin Buri intersection. The burning Nissan vehicle, registered with Prachin Buri license plates, was parked near the fuel dispensing area. The sight of the flaming sedan shocked everyone in the petrol station, causing both staff and bystanders to scramble in reaction to the fire. The station’s staff and fire officials quickly collaborated to extinguish the fire. Upon inspection, the fire had extensively damaged the engine and the front of the sedan. Police arrested a rapist yesterday who physically and sexually assaulted a 17 year old girl in Pathum Thani province near Bangkok. The sex offender also taunted the police prior to the arrest, saying, “You will never catch me.” The family of the victim filed a complaint against the alleged rapist, 29 year old Suppakarn “Ohm” Khansantier, after the teenage victim descended into a spiral of depression after she was sexually assaulted on August 11. The victim revealed to officers that she met Ohm on a dating application and decided to talk to him as he put a claim on his bio saying he was a gentleman. After talking for four days, Ohm made a date to have lunch at a local restaurant near his house. The victim called at the sex offender’s home prior to the date. Ohm pretended that he needed to use the toilet inside his home and invited the victim to wait for him inside. Then Ohm approached and touched the victim’s hands, making her scared, so she tried to excuse herself. Ohm then pulled her into his bedroom where he allegedly tied her arms and legs together before he sexually assaulted her for over three hours. He also recorded a video of the sexual activities to blackmail her. The victim stated that Ohm threatened to share the videos online if she exposed his actions. The drive to establish Bangkok as a multinational hub has gained momentum, with the Bangkok Metropolitan Administration (BMA) expressing intent to garner government backing for the initiative. Bangkok Governor Chadchart Sittipunt, yesterday, announced the intent to align the BMA’s policy with that of the government to stimulate the city’s economy and job creation. In a press briefing, Chadchart illustrated the importance of cities as labour markets. “People inhabit urban regions due to job availability. To facilitate job creation, it is imperative to lure international companies to Bangkok. The presence of high-grade companies will invariably lead to job creation. This initiative will have a trickle-down effect benefiting local rental property owners, taxi operators, restaurateurs and even farmers.” The 57 year old Bangkok chief shed light on BMA’s engagement with foreign investors, international business representatives, and expatriates to address their concerns and needs. This, he said, shows BMA’s commitment to catering to investors. He further detailed BMA’s plan to establish a one-stop service centre hub to assist foreign investors and film crews. Thapanee Ariyudomwong, head of Nopparat Thara Beach-Phi Phi Islands National Park, announced the weather warning and urged careful conduct of tourism activities during the period of storms and strong winds. This announcement followed the Thai Meteorological Department’s (TMD) advisory yesterday, concerning heavy to very heavy rainfall across Thailand and strong winds and waves in the Andaman Sea and the upper Gulf of Thailand, which are expected to persist until September 6. The strong monsoon trough is predicted to move down, passing over the northern, northeastern, and upper central parts of Thailand, accompanied by the southwestern monsoon that prevails over the Andaman Sea. Thailand and the Gulf of Thailand are expected to increase in intensity. The waves and wind in the upper Andaman Sea and the upper Gulf of Thailand are quite strong. Waves are reaching 2 to 3 metres and, in areas with thunderstorms, the waves could exceed 3 metres. Undisclosed sources within the Justice Ministry leaked news that the sentences handed to Thailand’s former Prime Minister Thaksin Shinawatra could be reduced further. Thaksin’s return to Thailand on Tuesday, August 22 this year marked the initiation of legal proceedings against him, encompassing three charges that had been levied against him before he departed from the country in 2008. The 74 year old politician was immediately taken into custody upon his arrival in Bangkok, only to be transferred to a Police General Hospital later that night due to his pre-existing congenital diseases. These conditions include heart disease, lung disease, high blood pressure, and a herniated disc. Initially, Thaksin was facing a sentence of approximately eight years in prison. However, he received a royal pardon on Friday, September 1, resulting in a reduced punishment of one year of incarceration. Currently, he remains hospital but there is widespread speculation among residents and academics that Thaksin may be granted parole sooner rather than later. The government plans to announce initiatives to reduce living costs and boost the economy in an upcoming Cabinet meeting. Deputy Finance Minister Julapun Amornvivat revealed these measures would involve changes to diesel and electricity prices. A reduction in diesel excise tax is under consideration to lower retail prices at the pump and help the economy. A potential freeze on government debt payments to the Electricity Generating Authority of Thailand (EGAT) is also being discussed. This would ease EGAT’s burden, as it has been subsidizing household electricity rates since September 2021, costing around 135 billion baht. The Pheu Thai Party‘s proposition to stimulate the economy by distributing 10,000 baht in digital cash was addressed by the party’s acting deputy leader, Kitti Limsakul, a member of the party’s policy committee. He stated that the disbursement would occur in two or three instalments, not all at once. In response to critics questioning the feasibility of this policy, Kitti clarified that the policy does not conflict with the Bank of Thailand‘s (BoT) regulations and is entirely implementable. He further explained that digital money serves as a token, which can be traded for baht notes under the law on digital assets and development for the economy and society. An initial cash payment of approximately 2,500 baht will be disbursed before holidays like Songkran, with its impact on the economy assessed for effectiveness. If successful, another 2,500 baht package would be released. The final payment of 5,000 baht would follow, aiming to boost the country’s annual GDP growth by around 5%.
