  2. A Thai man surrendered to the police after he shot two victims following a row over their pet dogs fighting. One victim was murdered and the other is injured and in intensive care. The gunman, 43 year old Kamon Puangsee, shot 38 year old Wisut Sujajing four times in the chest before turning the gun on Wisut’s 25 year old wife Chalinee Puangsee, shooting her twice in the leg on August 20 at a community in the Chachoengsao province near Bangkok. The two victims were rushed to hospital where Wisut succumbed to the severity of his injuries. His wife, Chalinee, remains in intensive care at the hospital. According to a relative, all three involved in the row are relatives and live next door to each other. They got along fine until a dispute two years ago when their dogs escaped from the houses and fought which left the animals injured. Kamon and Chalinee blamed each other for letting the fight occur leading to an ongoing feud.   6. A 20 year old mother, grappling with financial difficulties, surrendered her eight month old baby to a caregiver for two days, where the child tragically died. The baby was reportedly healthy and cheerful with no known medical conditions. The police have summoned both parties for further investigation. Sergeant Major Kawi Chuaysang, an investigator from Pak Klong Rangsit Police Station, was yesterday notified of a baby’s death in a flat in Bang Poon, Pathum Thani. He promptly arrived at the scene alongside forensic doctors from the Ministry of Justice, investigative officers from Pak Klong Rangsit Police Station, and representatives from the Por Tek Tung Foundation. The incident occurred in building seven, on the third floor, in room number 256/34. There, they discovered the lifeless body of an eight month old baby girl on a sofa, covered with a blanket and showing signs of bruising. Alisa Khetsakul, 36 years old, who was caring for the child, said that she had been looking after the baby since midday on Saturday and left the child with her two and a half year old daughter and four year old son around 4pm when she went out. She placed the baby on a bed and covered her with a blanket. Alisa returned at 6pm to find the baby was dead, prompting her to call the police. She claimed the baby loved to cover her nose with a blanket and questioned the mother about any possible underlying health conditions. Health officials in Phuket are set to conduct weekly random inspections of cannabis shops and venues across the island, as announced by the Chief of Phuket Provincial Public Health Office (PPHO), Dr Kusak Kukkiattikoon. The move is part of a campaign aimed at regulating the island’s overwhelming cannabis industry. The primary objective of the cannabis shop inspections is to ensure that licensed vendors advise their customers against smoking marijuana in a manner that creates unpleasant odors and smoke, potentially causing a nuisance to the public. While cannabis has been legalized with little regulation, the smell and smoke from lighting up in public can be criminally charged as a public nuisance carrying fines of up to 20,000 baht. It should also be noted that smoking in cannabis shops is still illegal, no matter how common it may be. Currently, Phuket houses 1,451 business operators holding licences to sell marijuana. These cannabis shops facing surprise inspections are spread across the island with 502 in Kathu District, 222 in Thalang District, and 729 in Mueang District. The PPHO chief explained the strategy of the inspections. “To ensure effective control and oversight, a joint effort is being undertaken by the Provincial Public Health Office of the Ministry of Public Health, in collaboration with the Consumer Protection Office, the District Public Health Office, the administrative organizations, the police and local government entities. We will perform unannounced weekly inspections, often during nighttime hours, to discourage [the breaking of laws], as well as advising and ensuring adherence to regulations.” He warned of legal consequences for violators, including potential suspension or withdrawal of their distribution licenses. Penalties can go up to 20,000 baht in fines, imprisonment for up to one year, or both. Several marijuana shops have already faced prosecution for operating without a license. A former police officer reportedly threatened two members of staff from a finance company with a gun after they tried to seize a pawned car in his possession at Soi Phetchakasem Road 75 in the Nong Khaem district of Bangkok. A viral video of the incident was recorded by a finance company member of staff while they were trying to seize the car at the Bangkok house on August 2. In the video, one staff member is seen applying strips of white tape onto the red Ford Mustang’s doors, hood, and various parts, in preparation for the vehicle’s seizure. Suddenly, a man in a green shirt and shorts and a woman in a yellow outfit rushed to the car. The man is seen brandishing a gun. He shouted at the finance staff… “What the f*ck are you doing to my car!” The man then tore the tape off the car door, hopped into the driver’s seat, and drove away from the scene at high speed. A member of the finance staff, who recorded the video, can be heard saying she would file a complaint at the police station. A Thai woman later revealed to Channel 3 that the man and woman seen in the video were not the owners of the vehicle. She was the owner but faced a few financial issues and decided to pawn her car with the couple for 700,000 baht. The National Institute of Development Administration (NIDA), an expert in survey and research, designed and conducted the survey across all 13 stations. Respondents rated reliability in terms of punctuality, frequency, and quality of train operations at 4.28. Public relations and information provision scored 4.44 out of five, while quality and convenience at stations and on trains scored 4.47. Those surveyed also scored ticket, fare and marketing promotions at 4.28. The results showed that passengers have a high level of confidence in the various aspects of the Red Line suburban train service. The annual vehicle tax is a payment made for the renewal of car registrations as well as for the registration of new vehicles. The popularity of online channels for payment is on the rise, as explained by DLT spokesperson Seksom Akkrapan. The DLT also became responsible for collecting outstanding traffic fines earlier this year. The DLT makes it easy to pay your vehicle tax bill with a diverse range of options available for payment. Fees can be submitted online through the DLT’s webpage, or there is a standalone DLT Vehicle Tax application as well. Other digital payment options include the mPay application and the TrueMoney wallet system. In-person, drivers need not go to the department themselves – bills can be paid through counter services at major convenience stores. Generative AI could increase productivity at a value of 30-45% of current function costs.” While the use of generative AI technology is still in its early stages, it is garnering considerable buzz with its potential applications for businesses, such as enhancing customer experience touchpoints. Aside from AI, another trend to note is immersive-reality technology. In a late afternoon press conference on Monday, August 21st, 2023, Thailand’s Caretaker Digital Economy and Society Minister Chaiwat Thanakamanusorn stated that his ministry is planning to seek a court order to shut down Facebook in Thailand for allegedly failing to take action on numerous scams, frauds, and fake ads created by users. The Minister stated that the Digital Ministry has tried numerous times to work with Facebook on removing and taking action against scammers using its platform but claimed the company had not taken any meaningful action. Chaiwat said there have been over 200,000 victims of fraud on Facebook from various ads, fake marketplace scams, and other fraud. This totalled over ten billion baht in financial damages to users affected. Chaiwat said complaints against users being scammed on Facebook to police were regular and that as Facebook was not taking action on their end, according to him, Thailand planned to seek a court order to legally shutter the service, joining countries like China and North Korea. This is not the first time Thailand has threatened to ban Facebook, as a similar threat took place in May of 2017 by the then Military Junta led by Prayut Chan-O’-Cha. A video of when the Grab food delivery rider physically attacked the 40 year old Thai woman, Chanadda Sae-ue, went viral after being shared on Facebook on Friday, August 18. The rider was seen pulling Chanadda’s hair and then slamming her to the ground. A passerby later stepped in to intervene and urged the rider to stop his assault. The incident reportedly occurred on Thursday, August 17 at 7.40am. From the video, the delivery rider’s motorcycle lacked a registration plate, constituting an additional violation of the law beyond the physical assault itself. The video was recorded by Chanadda’s 11 year old son. The rider pointed accusingly into the camera and said… “You swore at me first! Why do you have to do that, huh? Let’s check my dashcam.
