A baby boy, rescued from a man who kidnapped him from Bang Len Hospital in Nakhon Pathom province, is still under close observation on Tuesday, after doctors diagnosed him with cerebral oedema, a swollen eyelid, an infection and hypoxemia. The doctors said on Tuesday that, after thorough examination, the baby who was born on August 11 suffers from an intracerebral haemorrhage and would be prescribed an anticonvulsant for at least one year. He will be kept under close watch for possible brain related symptoms. Police have detained Nantajak Silprasert, 43, a native of Nakhon Pathom, after raiding his house on August 14 and finding the baby inside. He cited the Pheu Thai party’s “digital wallet” scheme, under which about 50 million Thai nationals aged 16 and older will each have a one-time 10,000 baht subsidy wired into their “digital wallet”, for spending within six months in areas within a 4km radius of their residences. He said that the scheme will cost the state about 500 billion baht, but it will help stimulate the economy. With every 100-150 billion baht spent, the GDP will increase by about 1%, or up to 3% for the spending over the whole six months. BANGKOK (NNT) - The Office of the Narcotics Control Board (ONCB) has reported that newer mixes of “happy water” – illegal concoctions made from multiple narcotics – are spreading among young people. Sellers are reportedly adding collagen or electrolytes to the mix to increase the appeal of the liquids and to claim that they are beneficial to health. ONCB Deputy Secretary-General Piyasiri Wattanavarangkul presided over a discussion held to exchange ideas on preventing narcotic abuse and addressing the narcotics problem with consideration given to specific narcotic substances. After the discussion, Piyasiri told press members the ONCB has detected irregularities in the composition of “happy water” that has been seized by officials. He said happy water was previously made by combining ecstasy, ketamine, and sleeping pills. More recently, other narcotics have been used in the concoction to increase the variety of offerings for users. According to Piyasiri, different mixtures are used in each locality and the sellers will claim that these liquids were medicines. The deputy secretary-general revealed that the number of young persons who were addicted to narcotics has jumped twofold in the past couple of months. The ONCB was aware of the significance of this development and sought to rapidly address the situation with happy water. Ariphak Ngoenbamrung, a bureau director at the ONCB, said the detrimental effects on the health of users become more intensified when multiple narcotics are mixed together as in the case of happy water. She also disclosed the ONCB has found that happy water had been mixed with non-narcotic substances such as coffee, collagen, or electrolyte beverage and then sold for 3,000 baht or more. She acknowledged it was difficult for authorities to control happy water, urging parents and schools to help keep young people away from narcotics.   25. BANGKOK (NNT) - Aid and relief work continues two weeks after the fireworks warehouse explosion at Muno market community in Sungai-Kolok district of Narathiwat. The total amount of monetary donations for victims of the disaster has now exceeded 30 million baht, prompting the provincial administration to set up a committee to plan for the money’s use. Narathiwat provincial governor Sanan Phongaksorn joined a meeting of the committee set up to manage the money donated to victims of the explosion and fire in Muno. The committee has approved using money in the “Money for Assistance of Muno Disaster Victims” account for 4 undertakings. The first expense item, considered at the heart of the donation account, was the urgent repair of homes belonging to those impacted by the disaster. The amount approved was 20 million baht. The second item was 4.7 million baht which has now been paid out to the impacted families. Households with 1-3 members each received 5,000 baht, those with 4-6 members each received 8,000 baht, and households with 7 or more members each received 10,000 baht. The third item was about 1.5 million baht earmarked for purchasing construction materials. The fourth item was 7,500 baht which was to be used to pay for the transportation of the body of one deceased person to Lopburi. In all, 25.7 million baht was approved for use. Any disbursing of money from the donation account must fall in line with the criterion set by the vetting committee and require a signature of approval from the Narathiwat governor. The 20 million baht of money for home repairs will be combined with 14 million baht which was earlier approved for the repairs by state funds. The Community Organizations Development Institute (CODI), meanwhile, will be providing 3,000 baht per month of money to aid each impacted household that needs to pay rent. However, the provincial administration is seeking additional assistance from the Office of the Prime Minister after deeming that this amount was insufficient for rent. As of the evening of August 10, the total amount donated to the “Money for Assistance of Muno Disaster Victims” account had reached 30.666 million baht. Those who would like to make a donation may deposit the money into the Krung Thai Bank account number 905-3-66122-0. The account is handled by Krung Thai Bank Narathiwat branch and is the sole official donation account set up by authorities.
