In the UK you could walk in unannounced to a vaccine centre and been vaccinated on the spot, even as a visitor, an illegal immigrant, a wanted criminal or as a regular resident member of the community. You have been able to do this for some months now. Thailands belated response, while welcome, does not deserve to be lauded to any great extent.

Agree with the length of stay being the rule, but an insurance broker in Thailand recently replied to a query that: ". . . I see the English Thai embassy is always satisfied with 3 months of cover so it will give no problems in your case." That would see a COE being isssued if correct, not sure about checks at the Thai end on arrival.
