If he only wants to issue the fee on tourists staying longer, why not just add it to the tourist visa cost at their embassies and be done with it? Then everyone else transiting for a day or two on visa exempt by any mode of transport, non tourist visa foreigners and long term expats can avoid the nonsense. -

Dual pricing is the practice of setting different prices in different markets for the same product or service. Where in the definition of dual pricing does race come in? I agree the common cause of dual pricing in Thailand is race, but you were saying in other countries like US and Aus it doesn't exist and is called Non resident pricing, whereas it is just dual pricing. -
