Simple logistics suggests that wouldn't be the case as EVs are, on average, only 10-15% heavier than comparable ICE-engined vehicles.

No, literally, they are not in every condo building, every restaurant and every train in Thailand and you have no way of knowing which, if any of them, are draft dodgers. If they are, it has bugger-all to do with you, or anyone else, except their government.
