Sure, there could be many reasons for the poor quality of service but as a consumer you don't really care about that. At the end of the day in a lot of places you're paying for a service you're not getting. As someone mentioned this happens at premium places as well.

It's hard to get good service when when people take no pride in their work.

For all those that question having 2 passports you'd be surprised how easy it is to obtain a second one. They are linked tho, immigration will know you have 2. As one guy mentions you're travelling on one whilst the other may be in another embassy for a visa application elsewhere.
