I spotted them first time in 2014-15 so this is not something new. They looked Vietnamese or Chinese to me . Some of them carrying flowers, others with babies. And others tried to get my sympathy by pretending they were deaf , had printed a card with a message on they put on every table, then came back trying to collect money. I spotted them later talking to each other, clearly not deaf.

If this story is true my guess is the police are in on the scam , or maybe "an official" at the bank. It's not possible to just withdraw money out of a bank account if you are not the owner.

Well you will find all sorts of people in Pattaya. When I lived there I tried to stay away from alcohol until dinnertime. And only a couple of beers at most. If you happen to be alcoholic and can't control yourself, Pattaya is tha last place you would visit. But if people are happy and the wife / girls are happy do as you like, you only have one life.
