Access to US DMDC websites from Bangkok
Pib replied to lou norman's topic in US & Canada Topics and Events
I would recommend you try to register for a TOP acct directly at the TOP login site....that is, click the "Create an Account" right above the Username. That is what the wife and I did several years ago when DSLogin was going thru another one of its periodic temper tantrums relating to just logging into DSLogin or being able to login into DSLogin but then having problems in accessing a site (like TOP) thru the DSlogin portal....problems that would sometimes cause a person to get locked out of DSLogin for 31 days. We were both surprised we were able to create an account for direct login (or should I say recreate our direct login credentials which we had had before we started using DSLogin)...direct login with.no need to go thru DSLogin. In the wifie's case her attempt succeeded the first try; but in my case I had to tried several times because at the very end of the process there was some error message saying they didn't get a DEERS response in time where they verify you are loaded in DEERS. It was like DEERS didn't respond to some TOP request....but there was no "Sorry Charlie" type message saying no can do as I have been previously accessing TOP via DSLogin. I tried creating an acct a few more times over the ensuring hours and finally I succeeded....I guess TOP and DEERS started communicating better. Been smooth sailing ever since in terms of logging into TOP, submitting claims, checking claims status, downloading EOBs, etc. Good riddens to TOP login via DSLogin. We did not use VPN access as the VPN access seemed to slow down, make the connection glitchy .....and we still don't to login to DSLogin, MyAuth, TOP, etc., using a VPN connection...,that is, the military related websites....makes sense with US military active duty, retirees, dependents located all over this big Earth. And if I remember right there was no 2FA verification process during the acct creation process like needing to send a code to whatever phone number you have loaded in DEERS. We were surprised we were able to recreate our direct login because a several years earlier when trying to do such we couldn't as we would just get the "Sorry Charlie, no can do since you can already access via your DSLogin acct" type message at the very end of the attempted account creation process which uses data only you will know like some data/numbers off your mil ID card that is bucked against data in DEERS. I think what happened is so many people were having problems with DSLogin the powers dropped the requirement of only allowing login by DSLogin "if that is how you accessed TOP" one time.....that one time access to TOP via DSLogin then deleted your TOP direct login credentials and you were now stuck with only being able to login via DSLogin which would be fine if DSLogin wasn't so temper mental periodically. But I think there were so many problems with DSLogin that TOP started allowing a person to recreate direct login (i.e., not thru DSLogin) due to the interface DSLogin problems. DSLogin problems such as not being able to log into DSLogin, or a person could log into DSLogin but then not being able to connect to TOP thru DSLogin because TOP and DSLogin were having connection/interface problems. Anyway, I would recommend you try creating direct TOP login (whether or no you had direct login before).....as you "may" not get the "Sorry Charlie..." type error message saying no can do because you have been accessing via DSLogin. Then again, maybe TOP and DSLogin has once again closed the door of creating a TOP direct login if you have DSLogin credentials. It don't hurt to try....all that can happen is you get a Sorry Charlie type error message at the end of the TOP acct creation/registration process. And if you are successful, DO NOT access TOP via DSLogin again as doing so would probably kill-off you TOP direct login credentials....it's not like you can access "both" way....it's either one or the other, but not both. Cheers. -
Probably mostly made-up of those Neta vehicles that certain Neta dealerships sold for around Bt300K "with no warranty"....pretty much an "As Is" buy.

Definitely read the AutoLifeThailand article which is an interview/Q&A with the Neta Thailand HiSo's. Definitely does not look good. I expect by the end of this month/June there will be something more definitive on Neta's fate. Yea, read below article....lots of revealing Q&As. https://autolifethailand.tv/neta-auto-thailand-4-june-2025/ messageCar newsNew car June 5, 2025 Updated: June 6, 2025 NETA Auto Thailand Current Situation June 4, 2025 Executive Interview Sun Baolong / Chen Yinbin NETA Auto Thailand List of executives interviewed today Sun Baolong Mr. Sun Baolong, Head of Asia Business, Southeast Asia Region Mr. Chen Yinbin, Deputy General Manager of Neta Auto (Thailand) Co., Ltd. Is Neta still in Thailand? Executive Sun Baolong replied, “ If NETA in China is still there, NETA in Thailand will still be there. ” However, it depends on the situation of the parent company Hozon Auto, NETA in China. We are doing our best because Thailand is our main base. Neta 's Shanghai headquarters has removed its logo due to the expiration of its lease. There was previously information that it would be moved to a new location. Where is it? Removed the logo because the head office in China was changed to Hongqiao, Shanghai. https://autolifethailand.tv/wp-content/uploads/2025/06/NETA_001.jpg Neta's short-term plan In June, there was a restructuring of the company, Neta in China, now has new investors, but it is not convenient to disclose which country the investors are, but can only reveal that they are investors from China and foreign countries, but Neta will choose only one group, not many groups. The proportion of shareholding of the new investors cannot be determined yet because it depends on the amount of investment. However, in the middle of June, there will be a change in the board of directors of Neta Auto (Thailand) Co., Ltd., with the names of the new investors joining the board of directors. There will be a debt restructuring, with the Chinese government taking control and witnessing the changes for the parent company in China. Announcing the restructuring of the entire company, both Neta in China and Neta in Thailand. After that, it will be a matter of announcing investors in order. ** AutolifeThailand believes that it may be the case that investors purchase the assets of Hozon Auto, the parent company, and have the parent company pay off all debts. https://autolifethailand.tv/wp-content/uploads/2025/06/NETA_002.jpg Will Neta Brand Still Exist After New Investors Come In? Whether the Neta brand will continue to use the old name depends on what the new investors think. But we want to use Neta as before. But for Thailand, Neta will be used as before. Neta Auto (Thailand) debt figures The debt figures are much less than China's, such as outstanding debts to dealers, outstanding debts to suppliers, outstanding debts to logistics companies, including outstanding debts to Bangchan, the manufacturer of NETA cars. They are trying to pay off all outstanding debts after reaching an agreement with new investors and financial support from the Excise Department, Thai government, but they still cannot say when all debts will be paid off because they have to wait for news from the parent company in China. AutolifeThailand estimates that Neta Auto (Thailand)'s current debt figure is at least 600 million baht. https://autolifethailand.tv/wp-content/uploads/2025/06/NETA_003.jpg How many NETA dealers are left now, out of the original number? Have we talked to the dealers about the current situation? Currently, there are about 40 NETA dealers remaining from the original 60 nationwide. There are no plans to expand further within the next 1-2 years. More than 20 dealers have already withdrawn. Dealers are selling V II cars at very cheap prices, only 300,000 baht, including selling X Display Cars. What happened? It is part of the dealers that have already withdrawn more than 20 branches, dumping cars in their stock (which can be seen from the dealers consigning their cars to the Gingkue EV Shop garage at prices ranging from 299,000 - 339,000 baht). For dealers who are still with Neta Auto (Thailand), we are trying to have a discussion about new prices, to be the same nationwide or to be the same promotion for all within this week. Dealers are not allowed to sell at lower prices anymore. Having such rules and regulations makes us see dealers having to dump stock by consigning for sale through the page of the garage, Minkkue EV Shop, they cannot dump their stock directly. https://autolifethailand.tv/wp-content/uploads/2025/06/Photo_NETA-Spart-Parts-Distribution-Center.jpg Are cars still being manufactured at Bang Chan? Where do the parts come from? Currently, production has stopped because there are no parts to assemble into a car. We have to wait until new investors come in before production can start again. How much stock is left for NETA V II + NETA X? NETA V II has hundreds of stocks, approximately 400 of which have been agreed to be sold to a group of investors in mainland China. It may be exported to other countries or sold to Fleet to organizations or legal entities, but will not be sold to individual customers. NETA X is out of stock. https://autolifethailand.tv/wp-content/uploads/2025/06/unnamed.jpg Where are the spare parts manufactured? The factory in China has already closed down. Original stock that was previously ordered Some suppliers are still producing, so spare parts are still available. Neta admitted that we do not have enough capital to manage spare parts ourselves, so we have to use an agency to source spare parts from China to support this part. There are a lot of customers waiting for spare parts right now, such as the windshield, which has been waiting for 10 months and still hasn't arrived. What is the company's schedule for importing spare parts to support customers? Now, Neta hires a purchasing agency from China, then has a distributor in Thailand take over and sell to dealers in Thailand, continuing to provide customer service in terms of accident claims, not in terms of warranty. No cash flow, how to claim warranty, quality guarantee? You have to wait for funds from China first before you can claim the warranty money as usual with the dealer. https://autolifethailand.tv/wp-content/uploads/2025/05/A7BAC64E4DDE58D841E912B487E5F85A.jpg Neta has more than 22,000 customers. How will we take responsibility? Now there are almost no dealers left to provide service to customers. They have turned to using outside garages. Although some dealers have already withdrawn from sales, we still ask that dealers still maintain after-sales service to support the more than 22,000 customers in Thailand. However, it has to go back to when the parts will arrive. Spare Parts Distribution Center Neta Auto (Thailand) announced that it has signed a contract with Nakhonchaisri Automobile Co., Ltd. to be responsible for spare parts, but is currently figuring out how to manage the spare parts. Outstanding payment, logistics company, parts still haven't been released. The company is clearing the payment to the logistics company so that the parts can be released. Neta still owes money to the logistics service company. Now, the debt is being cleared so that the parts can be released. They will be forwarded to the distributor to distribute the parts to the dealers and continue to serve the customers. https://autolifethailand.tv/wp-content/uploads/2025/05/neta_excise.jpg Signed MOU with Excise Department, how much Bank Guarantee was provided? The company has placed a Bank Guarantee with the Excise Department, but the figure cannot be disclosed because it is an internal matter of the company. However, this amount is more than the amount of debt that Neta Auto (Thailand) currently has. According to AutolifeThailand's collection, how many cars has Neta produced domestically so far? As of April 30, 2025, Neta has registered vehicles in Thailand. Imported from China NETA V 17,460 units NETA X 1,927 units Total 19,387 vehicles (EV 3.0 project produces 1 – 1.5 cars as compensation / EV 3.5 project produces 2 cars as compensation) NETA must produce at least 21,440 cars as compensation. Made in Thailand NETA V II 3,069 units It is 14.31%. Summary: Neta Auto (Thailand) must produce at least 21,440 units, including government support of EV 3.0 150,000 baht per unit | EV 3.5 100,000 baht per unit, totaling at least 2,663,700,000 baht (two billion six hundred sixty-three million seven hundred thousand baht). https://autolifethailand.tv/wp-content/uploads/2025/06/neta_auto_thailand_4jun_2025_cover-final.jpg Executive Sun Paolong said that we are trying hard to come back. We admit that the situation and problems at the moment are very serious, but we will try to come back because Thailand is an important base for Neta.

A snapshot from Facebook Neta Auto Thailand....a Facebook post made around 3pm 6 June 2025. The post says the Neta Spare Parts Distribution Center is supposedly up and running. I can confirm the center is open as I drive by it once or twice a week between my Bangkok home and my MIL's home in Nakhon Pathom. Now how many parts the center really has is anyone's guess but Neta is sure making it sound like all is well with Neta in Thailand. I hope it works out for them. https://www.facebook.com/NetaAutoThailand/

@motdaeng Thanks for above video and yea, this guy seems to provide down to earth videos. I think his 7 minute video below doing a quick overview of the Sealion 7 is very good....down to earth. And just for others listening in the video below is "not" saying "don't buy the Sealion 7 but just saying don't buy it if certain things are very important to you which could be said about any vehicle as people have different wants and desires.

Put the funds in a higher interest paying bank CD acct that draws "monthly" interest payments as that shows frequent account activity... makes it look like a regular checking/savings acct but you are getting significantly higher interest than a low (or no) interest paying checking/regular savings account.

I've done the LTR 1 year reporting twice....both times at the BOI LTR immigration office in Bangkok as I live in Bangkok....I just provided the docs listed at the LTR website below. Very fast process...in and out of the office within 10 minutes. https://ltr.boi.go.th/page/1-year-reporting.html I too went the Tricare letter route to meet the health insurance requirements but that was back in late 2022 when I got my LTR-P visa. The Tricare letter was still being accepted in 2023 as I saw posts from successful LTR applicants. I haven't seen anything since that indicates they are still not being accepted. Probably best to ask the question to BOI unless we have some folks chime-in who recently used the Tricare letter method to meet the LTR health insurance requirement.

EV Price War in China. Chinese govt apparently now getting involved to regulate/slow down the price war See below CNBC 5 June 2025 article....some key paragraphs quoted below. This price war will probably spill over into Thailand but on a smaller scale. https://www.cnbc.com/2025/06/05/involution-or-evolution-china-wants-to-stop-the-ev-price-war-but-analysts-are-doubtful.html Involution or evolution? China wants to stop the EV price war, but analysts are doubtful Published Thu, Jun 5 20253:04 AM EDT BEIJING — As China’s electric vehicle price war intensifies, its top leaders have sounded the alarm with high-profile calls to halt excessive competition, known colloquially as “neijuan” or involution. While the buzzword has taken on various meanings in China to imply a race to the bottom, the term was mentioned in Chinese Premier Li Qiang’s annual work report in March. The market regulator’s meeting last month also called for “comprehensively rectifying ‘involutionary’ competition.” Earlier this week, senior executives of several Chinese EV makers were summoned to Beijing to “self-regulate,” Bloomberg reported. However, industry players and analysts have predicted that the competition will only increase.

When you say "bank letter" do you mean a Credit Advice doc (a.k.a., Advice of Credit) for one/multiple international transfers or do you mean the separate letter many immigration offices want listing/verifying international transfers over the past 12 months? -

Below Aseannow thread talks the change which apparently started in March 2025....a Bangkok Bank change to reflect how the funds get from the NY branch to your in-Thailand branch. Since you are using the ACH method which is routed thru the Bangkok Bank NY branch it applies to such transfers. But IDD method transfers are still showing Bahtnet/BTN since such transfers don't use ACH...use SWIFT/BahtNet instead. See below Aseannow thread for more info....apparently it might throw a wrinkle into how people prove international transfers when renewing their retirement visa. -

Sounds like you have your US address onfile with the SSA vs your Thailand address. If having a US address onfile SSA follows a different payment schedule compared to the 3rd of the month for foreign addresses. -

Assuming you use the IDD method I expect Kaiskorn caused this problem. Earlier the wife looked at her SSA IDD deposits to her Bangkok Bank acct since the beginning of this year and the payments occurred before 10:30am on 3 Jan, 3 Feb, 3 Mar, 3 Apr, and 2 May. As mentioned in an earlier post she also looked back years and found a few times where IDD payment posting occurred on the 4th, a couple on the 5th, and once on the 6th. And sometimes received the funds a day or two before the 3rd of the month. All SSA IDD payments. Since an IDD payment uses the SWIFT system for most of its trek around the world except for this last mile or so where SWIFT hands off to the Bank of Thailand "BAHTNET" system which interfaces with SWIFT the delay this month might be at the "Bank of Thailand" since it appears you as a Kaiskorn customer and others as Bangkok Bank customers haven't received their IDD payment. The Bank of Thailand SWIFT code for entry into the BAHTNET system is BOTHTHBP XXX....the whole delay may be at the Bank of Thailand and not the individual banks like Bangkok Bank, K-bank, etc. The IDD payments must get thru the BOT SWIFT/BAHTNET gateway to the individual Thai banks before those banks can post to a person's account. It's just a long holiday period delay thingie.....most likely a "BOT" funds transfer delay related to BAHTNET. -

Below Bank of Thailand weblink talks BOT holidays which Thai banks pretty follow fully or partially....shows the 2/Mon and 3/Tue June as official bank holidays. Expect Thai banks have a backlog of foreign payments that accumulated from Sat, Sun, Mon, and Tue that the banks want to eyeball before releasing/posting....probably too many to clear on 4 June/Wed. https://www.bot.or.th/en/financial-institutions-holiday.html -

Two ways that SSA (and some other US govt agencies) sends direct deposits to Thailand; 1. ACH direct deposit method which goes thru the Bangkok Bank NY branch which uses the NY branch ACH routing number....the NY branch is a licensed US bank...when it arrives Bangkok Bank Thailand it's coded as FTT. This method can only be used with Bangkok Bank (no other Thai banks) and typically requires setup of a special, restricted account to receive reoccurring US govt pension payments like from SSA, Military, VA, etc., although a few people have been lucky in Bangkok Bank allowing these ACH govt pension to go into a standard, unrestricted account. And by "restricted" I mean it requires a person to visit a branch to withdraw/transfer funds from the acct; no can transfer/withdraw funds out of the restricted acct online like using mbanking or ibanking. 2. IDD (International Direct Deposit) which can can be sent to "any" bank in Thailand and into regular, unrestricted accts. IDD payment use the SWIFT system vs the ACH system....Bangkok Bank NY branch is not involved in this transfer as the US Treasury which is the one that actually sends the payments uses a contractor bank that is currently Citibank Global. When funds post your bank acct they are usually coded as BTN (or something very similar depending on your Thai bank) which stands for the Thai BAHTNET system which is a Thailand unique funds transfer system that interfaces with the SWIFT system. BAHTNET is used for the last leg of the IDD payment which results in the BTN coding....that is, SWIFT hands off to BAHTNET to run the last leg of the transfer. My wife gets her SSA payment via IDD and it almost always arrives on the 3rd and sometimes a day or before. But she has not received this month's payment as of 4 June/8:30pm. Expect this long holiday weekend (i.e., Queen's Birthday holiday and Bank of Thailand holiday) has affected arrival/posting of some foreign payments depending on how they arrive. From looking at past posting dates for the wife's SSA payment via IDD there have been a few times over the years where it arrived on the 4th, a few times on the 5th, and one time on the 6th. Hopefully it will arrive on the 5th/Thursday or 6th/Friday and the delay was caused by the long Thai holiday. -

I hear you....couldn't agree more. Over my long life I have experienced customer service calls to various organizations (like banks) that left me feeling the customer service rep was very polite but lacked the necessary training, was not aware of a IT system problem causing your particular problem, etc. And sometimes when making follow-up calls to customer service the service rep you got this time gave a completely different story as to what may be causing the problem. Make calls over the coming days and still more variations in answers given. I can definitely be frustrating at times. Preaching to the choir I'm sure. Even today when I did the DSLogin to check getting the a PIN via voice mail my "initial" attempted login after entering User and PW was greeted with a system error message...never got to the part where they ask how you want to receive the 2FA PIN. I refreshed the screened, enter User ID and PW again and this time it worked....all OK. And when I tried again about 5 minutes later the same thing happened. When DSLogin is working right you don't get any error messages when trying to login. And there was times in the past.....at least twice over the years....that I got the dreaded error message saying I was locked out. Calls to DMDC Customer Service revealed my particular lockout was for 31 days and if I tried to login again before that lockout period ended the lockout period would reset to zero....that is, the 31 days clock started again. And in both cases in getting locked out it was not due to incorrect entry of login credentials/2FA code but due a system glitch that occurred after I logged in successfully but when going to one of the websites within the DSLogin portal like Tricare Overseas, milConnect, etc., there were interface problems between DSLogin and those websites which apparently made DSLogin think something fishy was going on....it would then log me out and when I tried to log back in I got the lockout error message. And other times over the years I couldn't reach Tricare Overseas thru DSLogin for over a month due to interface problems with the DEERS and Tricare Overseas....that's what Tricare Overseas Customer service told me. Everytime you go to a website from within the DSLogin portal there is a check of the DEERS systems to verify you still exist in DEERS. If that DEERS quick check fails for whatever reason then you can't connect to the website. Yea, I use to like DSLogin but over the last 5 years or so it seems to have went down hill, got outdated, started experiencing more and more problems. Maybe the govt decided to retire it, cut back on system upkeep/maintenance, etc., pending arrival of its replacement....a replacement that probably got delayed. I guess that's why they are bringing on the MyAuth system to replace DSLogin....hopefully it will less temperamental than DSLogin....they again, who knows....MyAuth may turn out to be more temperamental than DSLogin. Time will tell. -

Yeap....you are probably right....see below snapshot #1 from DSLogin documentation dated May 2021 which says foreign numbers are not currently supported. However, in the latest docs dated 15 July 2024 I couldn't find anything saying a foreign number is not accepted....just says a "valid" number which could mean US number only or US & foreign numbers....I don't know...just guessing. I just attempted the 2FA call back method to the US number I have on file with DSLogin/DEERS and within a second or two I got a call where a voice gave the PIN number to use....and after it readout the number the voice said press any number to hear the PIN again which I did....then the voice repeated the PIN. I then used PIN to complete the login no problem. This was the first time ever attempting the call back method as I had always used the text method. The callback wording you are getting is nothing like the word I heard and also makes no sense especially since the last sentence is recommending you contact your "bank?" I'm not saying that is not the recording you heard....I'm just saying it makes no sense for a DSLogin attempt. But then again, maybe if DSLogin does not want to provide a PIN to the number being used it still generates a callback saying thanks for your attempt instead of just saying they will not send a PIN via call back to the number being used. Kinda beating around the bush is trying to explain they will not send a voice PIN to your particular number. I then did another login using the text method and that worked fine also. -

When you say "recorded message" do you mean you just got a voice message that you listened to "after" the actual call OR just a computer generated voice saying something but never gave a PIN? What I've found over the years that sometimes when you select the "voice call" option to get a PIN when the call arrives the voice will say press a certain number to hear the PIN.....if that number is not pressed then no PIN is revealed. It's like a two step process to hear the PIN.
