It seems that every country or group of countries has its own type of Covid-19 vaccination certificate QR code and its own dedicated app to read this QR code and verify the validity of the certificate and its digital signature. These verification apps are not simply giving a link to a web page.   9. We should take into account that many of the 30% unvaccinated people are currently too young to qualify for vaccination have gained immunity due to infection with SARS-Cov-2 (but preferably should still get vaccinated)

From the news article I understand that the hospital explained to the family that this is what happened in this case, but perhaps not with sufficient clarity.
