It's reputation as a sex capital. The lack of enforcement compared to other countries, with those coming thinking they can do whatever they want as it's that lenient attitude here. At least until they become a victim of enforcement. Others before them telling of the wildness of the tourist areas and the women available for a smaller price than back home.

I'm thinking this person wouldn't have tried this back home but who knows. No matter how drunk one is, this type of behavior usually doesn't happen in public without a partner.This type of exhibitionism goes into hatred, intimidation or a lack of taught boundaries, "forcing" others to watch.
