I would like to know if it is possible to request a car passport/international transport permit for a car that is still on finance.

The car loan is with Kiatnakin Bank and I know they will give me the original blue book upon request. Did it before to travel to Malaysia (no car passport required but blue book is required), upon request, signing a few documents and paying a 5000 baht deposit they will let me have the blue book for 1 month along with a document stipulating I m allowed to take the car abroad.

 

The question is, will the department of land transport issue me a car passport as long as I give them the blue book or will they refuse because the car is still on finance even though I have all the document including the blue book?
