My husband and I work as volunteers for an organization in Chiang Mai, and we usually get a Non-Immigrant (O) multiple entry visa from Washington, D.C. each year while we are back visiting family in the U.S. This is the kind of visa where you have to leave Thailand every 90 days, but you never have to do 90 day reporting or extensions at the immigration office. 

 

We are going to have a baby in the states this Christmas, and we want to send for next year's visas by mail in D.C. as normal. Does the baby need his own visa? If so, do we pay the full $200 fee, fill out an application for the baby (what do we put as "occupation"?), and does he need his own invitation letter from our organization?

The baby should have their own visa. Not sure they would issue one for them as your family member which is normally only done as a single entry non-o visa so that they can apply for an extension of stay based upon the parents being on an extension.

The visa fees are the same for applicants no matter their age.

Children under 15 years old do not get fined for overstay but do get overstay stamp when leaving the country.

Under 15 probably nothing. I don't think they would  jail a child for it. From 15 to 17 perhaps detained, fined and deportation but no ban.
