      Many people say that "Those who believe that deterrence justifies the execution of certain offenders bear the burden of proving that the death penalty is a deterrent."

      The proof is right here. There is absolutely no way this guy would have murdered those two victims, if he had received the death penalty for his first murder. 

     Sick and tired of reading about killers who are allowed to live to kill again and again...

That's a good start - but for TVF you need a bigger sign to incorporate the definition of sarcasm as well...

I doubt he was in jail long enough to be rehabilitated in the first instance

Part of his rehabilitation was to watch plenty of Thai soap, and to understand that these shootings portrayed in just about every soap are not real. He didn't get it.
