Industry sources said a Panama-flagged tanker loaded the fuel at the Moroccan port of Tangier in mid-July and is currently unloading it at the Russian Arctic port of Murmansk. The shipment was supplied by Lukoil, the sources added. Data from the St. Petersburg International Mercantile Exchange (SPIMEX) show that AI-92 gasoline is being offered for rail delivery from the Kola station, which serves the Port of Murmansk. As previously reported, Ukrainian drones have disabled around 40% of Russia's oil refining capacity over the past two months. As a result, fuel shortages have affected about 50 million people across Russia. Attacks on Russian oil refineries deep in the rear have not only caused fuel shortages at gas stations, but have also begun to negatively impact the Russian economy. Russian Central Bank Governor Elvira Nabiullina said the fuel crisis is already pushing up the cost of goods and services.
