President Obama signed into law H.R. 515, the “International Megan’s Law to Prevent Child Exploitation and Other Sexual Crimes Through Advanced Notification of Traveling Sex Offenders,” which (1) authorizes the Department of Homeland Security’s Angel Watch Center and the Department of Justice’s National Sex Offender Targeting Center to send and receive notifications to or from foreign countries regarding international travel by registered sex offenders; and (2) requires the Department of State to include unique identifiers on passports issued to registered sex offenders.  The identifier is a passport endorsement, currently printed inside the back cover of the passport book, which reads: “The bearer was convicted of a sex offense against a minor, and is a covered sex offender "

This statement won't be in current passports, but when they renew theirs, there will be a note on front page to 'see information on the back page' that the traveller is a registered sex offender.  This information will most likely be entered into the International data base so any immigration officer will be able to view it.   Finally a law that can help capture these criminals before they enter a country.

OK.  Doesn't sound like a bad idea, although I wonder if there is any way for the person to clear his record or get his passport updated after some means, rehabilitation, or whatever.  I can understand the person being labeled for life, given that there seems to be many statistics and studies that show many sex offenders never change.  But I am not sure it is right to never allow them to have their passport notes cleared up.  Convicted felons  can get passports and no explicit notation is in their passport.

Sex offender registration and "outing" them even after they have completed their sentences is probably one of the most emotional issues there is and it does stigmatize offenders in ways other criminals do not have to bear. The scales of justice can not always be level as in this case where tilting towards protecting children seems reasonable. 

To be sure, murderers, con-artists and rogue bankers are probably just as likely to re-offend and do great damage as well to their victims lives. A pretty good argument could be made that they should be identified as well.

Surely then there's a good argument for confiscating all paedophile's passports on conviction forcing them to apply for a new passport with the conviction stamp included if they want to travel abroad when they've completed their sentence. Removal could only happen if/when they are removed from the sex offenders list.

Not just 'reasonable' it's VITAL.
