The Law is clear about this:

Thai Civil and Commercial Code. PROPERTY. TITLE II. OWNERSHIP. Section 1323-1325.

in a nutshell: 
a finder must give it back, or report to Authorities within 3 days, and keep it in a safe place.
In case owner does not turn up, after one year, finder becomes owner. 
If finder does not report, he cannot become owner.

Finder is entitled to 10 percent upto 30.000 value and 5 % above 30.000 B.value.
In case Authorities were involved, State charges 2.5 % on top of that upto 1000 B.

One month is a long time to find out that lottery tickets are lost anyway ...
It is getting to a strange situation though if Tom, Dick or Harry can claim that they are the owners of a lottery ticket that someone else submitted, next they can claim they are the owner of a banknote in possession of someone else ....
Nevertheless, as the proclaimed owner of the tickets had bought them in good faith from a third party,  as did the (retired) Official, it is already good for a full live soap opera as it is ... ...
