I'm currently living in Thailand on an Non-O-Multiple Entry Visa (50+) obtained from my embassy in Spain and I don't get any state pension. I live on a private income (privateer).

 

So, how can I obtain a Proof-of-Income-Letter from any embassy???

 

I have 800K on my Thai Bank account but I don't want to convert my Non-O to an Extension-of-Stay because I'm travelling a lot and I don't care about leaving the country every 90 days.  

Which Thai Embassy near by doesn't insist on such an income letter and just wants to see the 800k on my bank account?  I was told that agencies in Penang offer a Non-O-Multiple Entry (1 year) without proof-of-income-letter for 15K THB. Thank you very much for your help.

You can get a ME non-immigrant 'O' from the Consulate in Penang without proof of income letter. 

 

If you are already in Thailand and already have 800K in your bank for at least 60 days it would, IMO, be less hassle getting a 1 year extension of stay. You can get a ME re-entry permit at the same time and come and go as often as you like.

Thank you elviajero, but a friend of mine was in Penang in September this year and 2 well known agents there told him he will need the income-proof-letter together with 800K on his Thai bank account.

The agent made a phone call and said "he has no letter but he has 800K deposit and a passbook from a Thai Bank". After a while she told my friend she could arrange the visa without the income letter for 15K THB including all fees for the visa. In the end he paid the money and got his PP back the next day and with the sticker Non-O ME. Is this a new scam??

Getting a multiple Non O in the region for being 50+ is unlikely. At Savannakhet, you can get a single entry Non O (50+) without the need for an income letter.

I don’t believe they want proof of income and 800K, but proof you are retired in the form of an affidavit from your Embassy.

Penang is the only nearby who will still do a Non-O ME based on retirement, according to reports.  But it appears that the rules follow the single-entry Non-O (based on retirement) from Laos - you need the income-letter + bank-statement, even if you only use one or the other to qualify.

Whatever non-Thai income you have, qualifies as "income" from the perspective of the Thais.  It does not have to be a "state pension."   Also, it does not have to be 65K - can be any amount - since your qualification for the Visa is based on a bank-balance.

 

I do not know what, if any, "proof" of your income you will need for your Embassy - maybe a tax-payment receipt showing the amount from a previous year, or maybe none.  I could not find info on the Spanish Embassy site (Bangkok) - but could have missed it:
