Not necessarily, I got a house on the beach in Salvador-Bahia in the northeast which is said to be the most dangerous city in Brazil. Love it there, Brazilians are fabulous people, just got to be careful, aware. Ten years, no issues but just in case I bought an armored Ford 4x4, impact glass, steel doors. Might come in handy in a wreck or hijack situation. By all means do Carnaval before you die.
