Wait, huh?
isnt there to be a new government after the elections slated for November?

It might be that the new government won't be installed until circa June 2018 in time to develop the FY 2019 budget? The current budget ends September 31, 2018.

 

There might also be considerable delay due to election of a PM (especially if it goes to an unelected PM), Prayut's right to approve the new Cabinet that follows a PM election and the time frame for royal endorsement. And of course during that entire process Prayut has the constitutional right to invoke Article 44 to "do as he wants" that might create delays.

 

So Prayut might be thinking that he'll continue to govern October 2018-June 2019 that will necessitate a cabinet reshuffle?

If the economy is so rosy and Prayut has brought happiness to the Thai people according to a 2015 poll by The National Statistics Office that found more than 99.3% of Thais are happy with the junta's performance ( https://www.theguardian.com/world/2015/dec/23/thailands-junta-releases-poll-showing-993-of-citizens-happy-with-its-performance ), then why is Prayut hyper-paranoid with what must be surely a small minority of disagreement?

He has a few more cards in his hand anytime he wants to delay.  A coronation, another significant death imminent and also Prem is how old now?  Another state occasion.

Plus, of course, can be postponed anytime  people show they are unhappy in ways he does not approve of.

His government has been legitimized by both the USA and united nations.

I know the TV elite despise it but it is what it is.

IMO when he legitimately runs for office it will be a landslide. He had done far better in a very short period than the last 30 years of democratically elected thieves

His sympathy and poll ratings must have slipped a lot. In the beginning there were some published surveys. Since last time nothing.

Due to the many scandals and increasing restrictions on many fundamental rights, the mood in the country has changed.
