Peter Palumbo carried on the property development business and became even wealthier. James Palumbo here is merely the wealthy scion of the Palumbo family and is not a hereditary lord unlike some of the twits who keep the air in the House of Lords barely circulating. I think he's talking about the pub closures across the east end of London and in towns like Blackburn. The closures there are due to the change of demographic in those areas, and the fact that the majority of residents there now don't drink alcohol (for religious reasons).
