The Army may teach them discipline and how to get along with others. Could be a start but does the Army want them?

 

However, the Army could despatch them to serve in the southern provinces. There they will soon learn that there are bigger 'bullies' (criminals/terrorists) than them, who may take these local bully boys down. The lesson for the bullying kids would be - DON'T do it!
