Yes. It's called a "living wage" and is under discussion already.

The alternative is anarchy and chaos.

Not an option. Farm labour has been replaced by machines for centuries, and it's happening faster now. Expect to see small paddy fields being combined into large fields where mechanisation can take over.

 

I suppose the 1% dream of the day they own everything while living in luxurious gated communities, and the vast underclass are expected to survive on a pittance, suffering quietly in the slums while waiting to die- news flash......................................................

Wonder if the greed consumed corporations worldwide are factoring into account that their efficient, low-cost robots will be cranking out goods for an

unemployed population who can no longer afford them? 
Probably not.  This is like sitting on a hill above valley and watching two trains traveling in opposite direction on the same track rounding a mountain curve.

Automation, robotics, new computerized technologies  ....    we already have driver-less dump trucks operating in the mines and buses are in the trial phase in some countries.

 

So as the population keeps growing ,  and the jobs keep shrinking ...  what will the millions of low skilled unemployable do  ??

What will happen in 50-100 years time when things have changed so much that everything is electronic.  ??

Maybe these low-skilled workers who have their jobs taken by robots could become robots themselves. They can be programmed to support the junta.
