    Perhaps if you had dealt with the Cabinet officials, then the ranking would have been better?   Perhaps you should 'watch' the ranking for next year?

What Westeners we don't get is that Thailand's problems to certain extent play out in plain view and are reported on so though it looks messy, the problem will generally get fixed.
