My lease is up on a year condo rental. There's a cleaning fee, was going to get it cleaned anyway, so, fair enough.

 

And... an aircon fee, 1,200 baht for 2 units.

 

I know renting in Asia can have its quirks, but is this normal? Surely the homeowner should pay for maintenance, right?

Apparently so, lesson learned, will read more carefully next time. 

 

The price is what I'd expect so that part is right.

Easy solution: just keep staying there and you wont have to pay the air-con fee.

 

I would just pay! you will save the money on your electric bill.
