If that's all, can do that with a length of chain wrapped around the steering wheel and brake pedal with a padlock. Back home I used a Krooklock, but I haven't seen any here, but may have somewhere in car stores.

Any small metalworking shop should be able to make one cheaply enough. They are not high-tech. I've seen them used in several condo buildings, so they are probably legal on private property.
