What's the Government rate, and was there changes recently to limit extortionate charges please

My government rate runs between ABOUT 4.14 and 4.34 per kWh. That's including VAT. The total bill divided by kWh. This varies depending on usage, which in my case ranges from about 2000 to 4000 baht depending on the month.
