I remember well the change when I was working in London, they made it so the customer of prossies would be prosecuted, not the prossie, which was the reverse of what it had been. Could be that the policy failed or it wasn't made into a law. It was a stupid PC thing because it was penalising women, and they couldn't have that, so they made it about the "evil" men.
