He is a malignant narcissist which is a mental disease: "Malignant narcissism as a syndrome characterized by a narcissistic personality disorder (NPD), antisocial features, paranoid traits, and egosyntonic aggression. Other symptoms may include an absence of conscience, a psychological need for power, and a sense of importance (grandiosity)." The definition seems to fit him spot on and it would be interesting to see if he could be removed from office under article 25, although the members of the cabinet don't have the gonads to even discuss it.
