The roads are bound to be busy, as Friday is Asahna Bucha (the reason for the ban on alcohol sales on 27th) and Monday is the substitute day for the Kings birthday, which is actually on the 28th and just happens this year to coincide with Khao Phansa (the reason for the ban on alcohol sales on the 28th) So a 4 day weekend. In answer to the OP, there is a ban on alcohol sales from Midnight on Thursday through to Midnight on Saturday, bars can freely open during this time (most won't) and sell soft drinks / food.
