PM: no intervention in selection of EC inspectors

 

 

BANGKOK, 13 August 2018 (NNT) – The Thai Prime Minister has confirmed that the government and the National Council for Peace and Order (NCPO) won't intervene in the selection of Election Inspectors. 

Asked about a National Legislative Assembly members’ proposal to amend the Organic Election Commission Act, the Prime Minister and NCPO chief, Gen Prayut Chan-o-cha said the motive behind the amendment is to allow both the new and incumbent Election Commissioners to have a say in the selection of Electoral Inspectors, while dismissing an accusation that the government is attempting to interfere in the recruitment process. 

The Prime Minister believes the selection process will enable a smooth transition between the new and the current electoral teams. 

In response to a request to lift political restrictions, Gen Prayut said the NCPO will consider allowing political movements and gatherings once the Organic Members of Parliament Bill and the Organic Members of the Senate Bill have been royally endorsed. 

Gen Prayut also reiterated his stance on remaining impartial, saying he doesn’t favor any side and will only focus on his duties as prime minister.

Apparently his lips moved again ! while dismissing an accusation that the government is attempting to interfere in the recruitment process well at least until we see whos been selected Gen Prayut also reiterated his stance on remaining impartial In response to a request to lift political restrictions, Gen Prayut said the NCPO will consider allowing political movements and gatherings once the Organic Members of Parliament Bill and the Organic Members of the Senate Bill have been royally endorsed. Hmmmm might be better if he used inorganic members

Oh dear, the sad part is he believes the b/s he says He has already taken care about who the inspectors will be. I give you a clue  They wear khaki uniforms and are supposed to the defend the country. Who are these organic members of parliament? Are they a bunch of plants they brought into parliament.

Yet all the incumbent Election Commissioners were disqualified for candidacy to be re-elected by the NLA because of the new EC qualifications. But apparently the disparity in legal qualifications (ie., the law) can be put aside to allow the incumbent EC members (now only two members vs five new EC members) to participate in selection of election inspectors.

In fact this amendment is unnecessary.

The Constitution allows a minimum of four EC members to fully carryout the EC mission. There are now five new EC members. I recall that DPM for Legal Affairs Wissanu had recently stated that the EC could conduct its business with only five members because that was a quorum - the remaining two incumbent members were unnecessary.

But there is apparent some urgent, unspecified reason that the remaining two incumbent members must be retained, ie., participate in selection of election inspectors.

The EC President should immediately terminate the incumbent EC members. DPM Wissanu should support such terminations.

Of course there is interference in the recruitment process but the real hope here is that there will be support for amending the the Act so the election can be delayed until the changes have been drafted, oh, then the changes need to be approved, oh, then the changes have to be put into place and implemented....should be completed in a couple of years or two. No problem really.
