It's been raining on and off for months so the gardens are not dying through lack of water.  Maybe the wrong sort of sand was used to put the plants in?

      You would assume they budgeted for it, so if nothing has been done, I wonder where the money has gone? Maybe someone should check to see if the gardener has a shiny new luxury car?
