National Thai police chief orders investigation into how traffic cops are "rewarded"

The head of the police committee looking into changes in traffic regulations has revealed that he has been ordered to set up a committee to review how officers are rewarded for issuing traffic tickets.

 

The order comes from the top - National Chief General Chakthip Chaijinda who said he is following government orders.

 

Maj-Gen Ekkarak Limsangkat told Daily News that there is a lot of confusion among the public at the moment in the way policemen are financially rewarded for their efforts.

 

This needs to be clarified and possibly changed.

 

A committee will look into all these matters as well as the procedural responsibilities of the traffic police.

 

Daily News said that the ever increasing carnage on the Thai roads has prompted the Thai public to increasingly ask what is the role of the Thai traffic police.

 

The suggestion in the media was veiled but quite apparent - the police should do more to help lower the number of deaths on the road and less activity that simply lines their own pockets.

It's a easy.  A fraction of the money goes to the officer who gives the ticket out, and the rest goes to top.

On most planets I have visited, it is called salary or wages....but not all planets are in the same alignment!

Originally I always thought they were proofreaders for national and local newspapers, as they used to study them intently in their free-standing aircon offices.

 

Now I realise they are assisting the public to become ready for Thailand 4.0 by continually checking smartphone apps, to ensure they function correctly.

There is the answer. ALL of the police activity is about revenue raising and ZERO on enforcing road rules for safety.

That is what needs to change if the death toll is to come down.

Police chief asking how the system he helps to manage works... smoke and mirrors and passing the buck, they all know damn well how the systems work just that they won't admit to being part of the machine.. face saving and public denial whilst gaining some form of anti corruption credibility.. well played that man....

If I read this correctly the the head of one committee is setting up another committee of enquiry.

If no outcome is desired then the setting up of a committee is the perfect solution.

A committee is going to set up a committee who in turn will urge all parties concerned to find a committee to sort out. 

 

In mosst other places a police officer has a salary that is easily known and monitored.

He has lived in Thailand all his life, and we are supposed to believe that a tourist who has been here for a few days knows more about the "custom" of tea money than he does? That being said. Let's assume he is serious. He needs a committee? All he needs to do is count and use logic. If someone gets paid 15,000 baht a month and is able to pay personal expenses of 50,000+ a month, he is getting "rewarded" from a source other than his salary.

Yet another 'Committee', the country is awash with them.  Policemen in Wife's family tell me 40% of fines goes to local station monthly share out pot and the rest goes on up the line...right to the very top with everyone in between getting their cut.  I've also been told that even if Police were paid four times what they get now nothing would change !

 

Small wonder that the UN has the RTP listed as  'A Criminal Organisation'.

However in Thailand the police are required to pay for almost everything out of their own pockets and the monthly salary certainly is far too low for that so they receive a % of fines paid at the police station (probably a larger % collected at the roadside)

 

So those complaining about corruption should first try to get the police pay to a reasonable level.

In countries where the system works, money from fines is not collected by, and does not go into, the police budget. It goes to local or national government, and the police are funded by a combination of national and local taxes, so there is no incentive for police to either issue,  or not issue, tickets. 

 

The Thai system encourages corruption as the funds they need can only be obtained by "taxing" people from the fines or businesses using the "brown envelope" system. 

 

The first step in reform, if the people and Government will ever demands it, is to start paying each officer a living wage while simultaneously introducing an ICAC (Independent Commission Against Corruption) managed by foreign police officers and investigators, as they did in Hong Kong, and to an extent, Singapore and Australia. They come down hard on anyone caught still trying to supplement their wages by corruption. It takes time and a few sackings and prison terms, but eventually works. Where there is money there is always corruption, it just needs to be controlled. 

 

These honest officers and ICAC staff are then more willing to investigate big business owners, politicians and civil servants, and clean up those cesspits as they are not depending on patronage from these crooks.

Although i agree with your statement he probably means 40% of tea money fines. 

It has been stated before( in an article) 86% of fines do not get paid ( i don't know whether this is true or not but possible)

Some poster on here before tried to claim each officer gets 95% (legally issued)due to a badly written article, absolutely ludicrous as they would all be driving round in BMW's

Your statement is far more creditable and wish you had been there to answer his claims 

If fines were actually handed out would the majority of thai's in rural areas be able to afford them (i doubt it). All police officers have family and friends with no insurance, licence, etc why would they want to give them a ticket they cannot afford.

The tea money has become a way of life and everyone excepts it because it is affordable (a 200/400 baht bribe is still nearly a days wages to many)

Paying the police a decent wage is a step in the right direction but would not stop the tea money.

The truth is, most police are not bad people, just doing there job in a manner which has prevailed since they were children.

I am absolutely certain the National Chief General is totally aware as to how cops get rewarded.   The same way he has most probably been rewarded throughout his own career.  As does the government who allows it to happen.

The real, reason (among many others) for the terrible road trauma is the ineptitude of many Governments, including the current one!  They just don't have a damned clue and/or the will to fix the problem.
