Noise in the early morning hours in my condo

Had a neighbour once who came in at about 3-4 am daily, banged his door  really  loud  , then spent about 45  minutes  closing opening every door  drawer he  could including going out to the communal  rubbish area  just 10  foot  from his  room and opening closing the door  twice to do it...............glued up his  door  locks at 1  am with araldite, he left within a  few  weeks claimed he didnt feel safe there, shame , no I didnt care and yes Im glad you dont live next door to me either.
