Carter Page and Paul Manafort had already been under investigation. Manafort's hire by Trump was particularly troublesome, given Manafort's 10 year history of working in Ukraine on behalf of Putin. Manafort was a magnet for Russian influence, and Trump knowingly employed him in that capacity.
