I am a US citizen about to begin employment in the Bangkok office of a Dutch company.  I'm currently in Amsterdam at a training and orientation.  My company's Immigration lawyer prepared all the required paperwork in order for me to get my Non-B while in The Netherlands.  My application was not accepted (at the consulate in Amsterdam or the embassy in The Hague) because I am not a Dutch citizen or legal resident -- I was told I needed to go back the the States (my home country) to apply. 

 

Previously, I have received a non-B in Lao -- obviously NOT my home country.  Has something changed?

Some embassies and consulate have a requirement that only citizens and legal residents of the country where they are located can apply for visas. But I do not see anything on the embassy or consulate website stating that is case in in the Netherlands.

You could still apply for the non-b visa after your arrive here at a nearby embassy or consulate.

It is also possible to apply for a non immigrant visa (category B) at immigration after you arrive.

You could travel to here and get a 30 day visa exempt entry that can be extended for 30 days and then get the non-b visa. You would likely need a return or onward ticket out of the country within 30 days of arrival to board your flight.
